A side ventilator is a fixed opening in the shell plating fitted with a cowl or louvred head shaped to admit airflow to compartments below while shedding rain and spray driven against the hull. Those are two things it has to do at once, since sealing the opening against one would block the other. It has no moving parts to power or maintain, and that is the point: ventilation for engine rooms, accommodation and stores has to keep working at sea in weather when nobody can attend to it, so the geometry of the cowl does all the work.
